Belgium in the Human Rights Council

On 2 May 2011 H.E. Mr Steven Vanackere - Minister of Foreign Affairs of Belgium presented the Belgian National Report for the Universal Periodic Review to the UN Human Rights Council. Belgium was elected a member of the Human Rights Council by the UN General Assembly on 12 May 2009 . The Belgian government is particularly pleased with the strong support it received from the UN Member States. The mandate covers a three-year period (2009-2012), and recognizes Belgium's expertise in the field of Human Rights and its firm commitment to promote and protect human rights around the world. Above all, this mandate will give Belgium the opportunity to help make the Council a more effective body.

The Human Rights Council is frequently criticized for being a forum conducive to the 'relativism of human rights'. Belgium shares some of these criticisms, and acting within the Council, Belgium will set out to help underscore the universal nature of the United Nations' efforts to uphold human rights. Belgium expects to play an active role within the Council, working closely with other members, through a fair, constructive and open dialogue and is committed to influence the Council's action. In this connection, Belgium also welcomes the new engagement of the United States which was one of the 18 countries elected to the Geneva-based Council on 12 May, along with Belgium and Norway.

Belgium plans to focus on the Universal Periodic Review, an instrument for reviewing the human rights situation in every country around the world which needs to be reassessed and rendered more efficient. Belgium will also endeavor to guarantee the independence of the Council's special rapporteurs, who are assigned to investigate problematic or national human rights situations.

The Human Rights Council was set up in 2006 to replace the former UN Commission on Human Rights (CHR). Comprising 47 members from all regions of the world, its main meetings are held in March, June and September. It is also convened for special ad-hoc sessions.

La Belgique au Conseil des Droits de l’Homme (2009-2012) 
 

La Belgique attache la plus grande importance à la promotion et à la protection des droits de l’homme et des libertés fondamentales pour tous.   Elle a joué un rôle actif dans la création du Conseil des Droits de l’homme et s’engage à travailler en étroite collaboration avec les Etats Membres, dans un dialogue objectif, constructif et transparent, ceci afin de rendre le Conseil plus dynamique et efficace.

België in de Mensenrechtenraad (2009-2012) 

België hecht veel belang aan de bevordering en bescherming van mensenrechten en fundamentele vrijheden van eenieder. België speelde een actieve rol bij de oprichting van de Mensenrechtenraad en neemt zich voor om, door middel van een objectieve, constructieve en transparante dialoog, nauw samen te werken met lidstaten opdat de Raad krachtdadiger en efficiënter zou worden.
